Primary weapon is a question of risk: Halvard Pattern Two adds flat damage with no condition, no cost, no exception. Fennrow Pattern Nine pays out more while you're in Overload — and costs you an extra level of Drift every time you take it.
Off-hand follows a second axis, dependency. A matched pair of Halvard Pattern Twos rewards carrying both; a Drennick Pattern Seven doesn't care what's in your other hand at all.
