One shield to start, chosen once and carried for good.

The axis is coverage: one shield makes you harder to hurt, the other makes the person behind you harder to reach. Neither improves Shield Bash — the Bulwark is a tank, and nothing in the starting pool should make it a damage dealer.

A second shield never increases AC. Two overlapping resonance fields interfere at the edges, and what they produce is deeper damage reduction rather than higher deflection — that's a Vaultkeeper subclass weapon, found in the world at Level 3, not a starting choice.

Bludgeoning lives in this slot and nowhere else in the starting pool. The Ironbreaker was kept off it deliberately.
